China is almost as wide as the United States. It spans 62 degrees of longitude, from 73°E on the Tajikistan border to 135°E where the Heilongjiang River meets Russia. By any geographical logic, this means China should use approximately five time zones.
It uses one.
The single clock
On October 1, 1949, when Mao Zedong proclaimed the People’s Republic of China, one of the early administrative decisions was to standardize the entire country on Beijing Time, UTC+8. Before 1949, Nationalist China had used five time zones. The new government eliminated them.
The stated rationale was national unity: a single time connects the country. The practical consequence is a country that behaves like a single timezone entity while containing the geographic diversity that would justify five.
At 116°E longitude, Beijing’s solar noon falls at UTC+7:44. UTC+8 is 16 minutes fast for Beijing. Close to correct.
At 87°E longitude, where Ürümqi (Urumqi) sits, solar noon falls at UTC+5:48. UTC+8 is 2 hours and 12 minutes fast. The sun sets in Ürümqi in summer at what the clock calls 11 PM. The sun rises after 9 AM in summer by the official clock. Alarm clocks in Xinjiang ring for “8 AM” when it’s still completely dark in the months around the winter solstice.
Xinjiang and the unofficial clock
The Uyghur population of Xinjiang, the far western region, has long used an unofficial timezone: “Xinjiang Time,” which runs at UTC+6, two hours behind Beijing Time. This is not official government policy. The Chinese government recognizes only UTC+8 for all of China. But in practice, many Uyghur businesses, community gatherings, and social events in Xinjiang use the local unofficial time, which better reflects when the sun actually rises and sets.
The dual-time practice is not just practical. It is a quiet assertion of identity: we are not on Beijing’s clock. We are on our own clock.
The political situation in Xinjiang, characterized by the Chinese government as counter-terrorism operations and by international human rights organizations as a systematic suppression of Uyghur culture and religion, includes surveillance, mass detention documented in leaked documents and satellite imagery, and restrictions on religious practice and cultural expression.
The IANA database maintains Asia/Urumqi as a separate entry because in practice a significant portion of the population in the region operates on UTC+6 unofficially, even though the official clock is UTC+8. The dual-entry acknowledges a reality the official policy denies.
Tibet: the spiritual clock and the civil clock
Tibet, annexed by China in 1950, also sits far west of Beijing. Lhasa, the traditional Tibetan capital, sits at 91°E, where solar noon falls at UTC+6:04. UTC+8 means Lhasa’s clock runs more than 1:56 ahead of local solar time.
Tibetan Buddhist practice, like Islamic practice, is organized around solar and lunar observations rather than civil clocks. Tibetan religious calendars calculate auspicious and inauspicious days from astronomical observations. Losar (Tibetan New Year) falls on a date determined by the lunisolar calendar, which runs independent of UTC+8.
The civil clock, Beijing Time, governs train schedules, television broadcasts, and government offices. The religious and agricultural calendar of traditional Tibet runs on its own reckoning. The two systems coexist, imperfectly.
The railway to Tibet
The Qinghai-Tibet Railway, completed in 2006, runs from Xining to Lhasa at elevations over 5,000 meters. It is one of the most extraordinary engineering achievements of the 21st century. The railway operates on Beijing Time (UTC+8), meaning trains depart at times that seem reasonable by Beijing’s clock but feel unusually early or late relative to local sunrise and sunset.
At the highest point of the railway, 5,072 meters above sea level, the altitude sickness protocols for passengers require oxygen tubes fitted to every seat. The train moves through a landscape that operates on geological time while running according to Beijing’s civil clock.
The five geographic zones that officially don’t exist
If China were to use geographically appropriate timezones, they would be approximately:
- UTC+5: far western Xinjiang, Tibetan Plateau
- UTC+6: Lhasa, southern Xinjiang
- UTC+7: Chongqing, Sichuan, Yunnan
- UTC+8: Beijing, Shanghai, Guangzhou (most of the population)
- UTC+9: northeastern Manchuria, Heilongjiang
The economic and demographic reality is that zones 4 and 5 contain the vast majority of China’s GDP and population. The case for a single clock based on where most people actually live is not absurd. The cost of that decision is paid disproportionately by people in the west.
