Venezuela keeps Venezuela Standard Time, UTC-4. The country’s timezone history is unusual. In 2007, President Hugo Chávez moved Venezuela’s clocks back by 30 minutes to UTC-4:30, which he said would give more daylight to schoolchildren in the morning and align the country’s solar noon more accurately with Venezuelan geography. In 2016, after Chávez’s death, the Maduro government moved the clocks forward 30 minutes back to UTC-4, citing energy conservation.

At 10 degrees north, Valencia has minimal daylight variation: sunrise and sunset move by only about 45 minutes across the year. The clock adjustments of 2007 and 2016 had more political and practical significance than any seasonal logic could supply.
